Free Ranks

Description:
I'm suggesting that there should be free ranks in Creative mode. At least 5. To rankup staff team should review players plots and either like it or not. If the staff member likes the plot he rank ups the player who owns it. If he doesn't than the staff member leave's a sign saying that his plot is not good enough and he should add more to it(details, terrain, objects etc.)
So Rank 1 should be just a classic starter rank, 1 normal sized plot and nothing else.
Rank 2: The player gains a second plot which is bigger than the first plot.
Rank 3: The player gains a third plot which is bigger than the second plot.
Rank 4: The player now gains access to Worldedit but with a block limit and a command limit meaning that he can't use some of the commands of worldedit that Rank 5 or paid rank can. A block limit means that he cannot place blocks over the limit(example 2500 blocks of any kind). He gains his fourth plot which is bigger than the third one.
Rank 5: The player now has a bigger block limit(example 5000) and he gains more world edit commands. He gains his final and last free plot which is bigger than the fourth one.
Paid ranks
Designer: 3 plots. Should have Worldedit with command limitations.
Creative: 6 plots. Worldedit but more commands then Designer rank.
Architect: 9 plots or unlimited. Worldedit but more commands then Creative rank.

How can this idea help to improve JartexNetwork?
This idea should boost the player count, and give players more space to make their creations and ideas. And if the suggestion becomes reality Jartex would have one of the best Creative servers.
