Change threats rule break to "Death Wish / Suicide Encouragement"

Suggestion Details:

While chat reporting, one of the rule breaks is "Threats (Death, Suicide)." This classification is actually very vague and is often not used correctly. Below is a breakdown of some related terms and how they differ:
Suicide Encouragement:
This is very common, and players often say it out of habit without truly meaning it. Example: "KYS." This is more serious than a suicide threat, as it's directed at another person and could result in real harm.
Suicide Threat:
This is very rare, almost never used. Example: "If you don't let me win, I will KMS in real life." Whether this type of message should be punishable has never been officially decided by staff, but it's clearly less serious than encouragement. It should be treated separately, and staff can choose an appropriate punishment if they decide it warrants one.
Death Wish:
Similar to suicide encouragement, this is also quite common. Example: "I hope you get hit by a car." This is just as harmful—if not more so—than encouragement and should be classified alongside it, with the same level of punishment.
Death Threat:
This is the most severe of all and should be treated more seriously than the others. It constitutes a real threat, where the player actually intends harm. It’s on par with threats like DOX/DDOS in terms of severity. While it shouldn't result in an instant ban, it should lead to a longer mute and a steeper punishment ladder compared to the previous categories. It should also be handled as a separate rule break.
Suggestion:
Here is what I think should be the classifications along with punishments.
Rule break: Death Wish / Suicide Encouragement
Offense 1: 7 days IP-Mute
Offense 2: 14 Days IP-Mute
Offense 3: 21 Days IP-Mute
Rule break: Death Threat
Offense 1: 14 days IP-Mute
Offense 2: 7 Days IP-Ban
Offense 3: 31 Days IP-Ban
Offense 4: Permanent IP-Ban
Rule break: Suicide threat
Punishment: Whatever management think is appropriate if they think it warrants one. It is obviously less serious than others and I personally don't think any punishment is required.
#Note: I didn't explain the term "suicide wish", but it is the same as encouragement though a little more vague than it.

How could this idea help improve JartexNetwork?
I have got 4k+ chat reports, so am definitely speaking from experience. The current rule break category are not intuitive and can cause reporter, reported player and the punishing staff to have different ideas of what and why the user is actually getting punished for. Changing this to the suggested classification will make it more clear while making it just as strict and enforcing if not more.
