Cacti not growing next to fences [SBD]

I made a cactus farm today, The cactus next to the fences seems to not grow defeating the entire purpose of an cactus farm...
Please tell why

Thats the entire purpose of that fence being there
Cactus is broken off when it grows next to a block, and then collected using water stream below

ik that, But the cactus is not growing, by that I mean its not growing so nothings going in the chest.. I haven't seen the fence destroy the cactus too

AFK there for a while, see if any cactus grows
then try farming cactus the normal way, see if it grows there
