The answer to that is yes, theres a high chance thats a bug. Please don't abuse it or use it in any way. Rodagave115 fix asap please, and somebody lock this thread

Howdy Heroic . That button was surely not meant to be enabled for the public, though there were no actions that could be taken, as only the button itself was enabled, and no extra moderation tools. Thank you so much for reporting this issue, I've modified the permissions and it is no longer visible for non-administrative users.
