There are some requirements which you should meet before you are able to apply for staff

➤ You must have at least 15 gameplay reports. Unless you have been referred by a member of the management team.
➤ You must have at least 20 chat reports. Unless you have been referred by a member of the management team.
➤ You must meet the age required by your country to use Discord.
➤ You must have a working microphone. Exceptions can be made, contact a Sr.Mod or the Manager and provide them the respective details.
➤ You must have been a part of the Network for at least 31 days prior to submitting your application.
➤ You must be able to fluently speak English.
➤ You must show the use of proper grammar and sentence structuring.
➤ You must be able to record videos with a quality of 720p or greater.
➤ You must have a total of 40 messages on the forums, excluding those gathered through the gameplay and chat reports.
Unless you have been referred by a member of the management team.
➤ You must not have had any punishments within 14 days prior to submitting your application. Warnings and successfully appealed punishments are excluded.

From what I can see you already dont meet the most basic requirement which is having a total of 40 msgs on forums
Form wont even open without meeting a few in this list
Even if you meet all the requirements, you are not guaranteed to get accepted
My tip is be around on the server for a while, look at how things work first
thumb rule is you shouldnt have to ask how to apply to staff if you want to be a staff

Now this could be one error (a requirement really) which could be preventing you from applying
However theres another one which prevents user from submitting a form because of console error
in such situations what I suggest is to go to off-topic forums and try commenting on a post using "comment" feature
This will trigger a Cloudflare verification, and you will have a good online session on browser

I hope you have read all the forums rules
a very common mistake people do when they find out about these requirements is to start spamming and micro posting
few also bypass restrictions sometimes for ex. for the 6 words requirement, before posting they start adding dots '.'
and lets not forget grave digging where they reply to very old msgs
These rule breaks are punishable and gets you warning points on forum which can reduce you application chances even more
