When does rage talent activate ?

Hey so, can someone explain me when does the rage talent activate ?

because there's written "x% chance of getting strenght I for y seconds"

so is it when we are hit (like adrenaline) or each 5 secondes or idk what like that ?

I think it's kinda like hypixel where you get strength after you kill someone. So basically you get the chance of getting strength after killing a player for x amount of seconds. "Strength increases melee damage by 3 × level in Java Edition "
