Yes it is. Discord is a place where nearly all communication happens regarding Jartex. And it is mandatory for you to be 13+ to be able to hold a Discord account. More over, the Jartex Team prefers people that are 14+. But exceptions can be made.

I suggest you to wait till you are old enough, make a name in the community in this time. This will greatly affect your application.
