Nothing, It's just a design i think, last time i place one villager egg it didn't spawn
Maybe it's a bug, But villagers are useless too even if it's not a bug so just ignore it.

It doesn't work because personally, I think that it is intended to not spawn or the server disabled like mob spawning or mobs,

You can't open a backpack because it's not like an inventory, The blocks you mine gets automatically placed on your backpack and the higher level of your backpack the higher the blocks you can sell per inventory. You can check other guides by clicking this.
