Yes, this is chat trolling due to the players will not be able to gain xp/coins if they tip. Thus it's punishable and it's an valid punishment​

You had your nickname set as "TipOrKick" which is indicating that you would be getting kicked if you didn't use the command /tip. This would be seen as chat trolling which is against the rules.

A Player wouldn't get kicked for not tipping which is why it is considered trolling, if the player was to be kicked for not doing so, it then would be seen as mini-modding.​
