Swearing can't be muted?

Recently I reported a player for swearing on a bedwars game. To my knowledge, swearing on the server leads to a mute correct? I had reported players before and they got muted but the 2 recent ones, in particular, did not.

Does anyone have a good explanation for this?

The reasons would be swearing and hackcusation.

Yeah it's not swearing towards a player. Even hackusating isnt for a specific player.

Yea I think so. I'm no staff but I'm pretty sure it has to be directed/targeted towards a specific player

Okay, I hope so. I knew they were hackusating me but I guess the evidence did not prove that.
