i've been fighting getting a spawner to work for a few days and figured it out so i thought i would post this in case anyone else is having the same issue.
my ocelot spawner wouldn't work so i tried more grass,more light but nothing worked. so here's the part where i feel really stupid,I was placing my spawner at lvl 53.
ocelots spawn at or above sea level=62.so i built higher and all is fine. a real DUH moment lol.
