The player who wants to transfer their rank to another player can buy the rank transfer item from store. They then have to open a payment issue ticket and explain that they bought the rank transfer and want to transfer their rank to another player with their names and other details they might ask. It's a manual process so it takes time and I believe it transfers ranks and perks from all gamemodes to another player.

Any rank can be transferred and it doesn't matter who pays. Rank will be transferred if any one of you is paying for rank transfer

The ips have to match or they must consent on the transfer. They must make a payment issue and specify that you have bought a rank transfer and would like to transfer from this acc to that acc.
