So i already have blackhat rank(seasonal) and I grinded for thug rank for so many days
but because of my blackhat rank (seasonal) I cant redeem it. can you guys help me

You cant use perm thug since your current rank is higher, you can only use perm blackhat or any other higher rank, I'd suggest you put the thug on a alt and play on it for future seasons.
