Yes, glitching through block to get an unfair advantage over players is bug abuse
You can get a week long ban for that if what you did can be proven as intentional and an exploit

I am talking that if I block the whole area in enemy nexus and I place a stair or chest and I mine the nexus from the small hole between the stair and chest is that bannable??

Yes you can use stair for that hole purpose cause thats what they are meant for and are intentional game mechanics
But if you are talking about block glitching as is ender pearl glitching, then its not allowed

Hello,
That's totally allowed to use like chests,stairs, slabs etc. To hide from enemy and break the nexus.
Unless you find some glitch and break through blocks
