Level 10 Spawners Not Working

Hi guys, I've had no issues with my iron golem spawners all day, I've finally got enough heads to level to level 10 and now they just wont spawn. Idk how to fix i've tried changing the /f setbase multiple times but nothing is working, I've also tried putting another stack of golem spawners next to it with level 1 on and they spawn just my level 10 ones do not...

Iron golems only spawn when a village has a sufficiently high population, typically consisting of at least 20 villagers. Make sure that your village meets this population requirement.
