Only higher staff members can view your reports. And if you want that staff will look into your report, they will without you promoting it. Same applies for player reports or anything the like of it

if the report is made for a staff in special that staff member is not allowed to see the report, in case the report its something negative higher staff will inform the staff member about the report and how he should improve
