Hello.
I was wondering what is the plugin that show player info (like balance, island level, name and more) when you hover over a players name in chat.
Also what is the /nick plugin this server is using? Oh and also are those plugins public, if not could I somehow obtain them?

I dont think the server owners will tell you anything about the plugins, unless you own a big server and want to buy some plugins, but then you probably have to message them on discord voodootje0#0001 Gunfire#0001

As Depthstrider4 , We do not share the plugins that is used in our server publicly as most of them are custom coded by the Higher Staff Team and the Developers. If you are looking for plugins, then I would suggest you to search in google or Spigot/Bukkit Forums.
