If you mean Forums account, no, you cannot connect your minecraft account to forums account. If you want donator role, You need to contact an Sr.Mod

that when i used the /email command and received a link in mail but as i open the link
first it said error
second time it said link alreadly used

A) You're already linked.
B) Try the same like in an incognito browser

you can type .info in jartex discord #main chat and you can see your account linked or not
