If by Singleplayer you mean not in JartexNetwork, no you cannot. Atleast not atleast specific as the ones present in JartexNetwork as these are Custom Plugins made by the Developers of JartexNetwork.You can maybe find mods that are like them but the exact custom enchants like these, you wont find anywhere.

There is no mod that adds more enchantments, there is a quite small area that can be downloaded yes but not all of them and the most "fun" ones. Custom Enchants is a plugin designed to bring new enchants into the game. There are no downloads for it, and surely cannot be added in a single player world because of not being able to add plugins into single world​
