First of all, you need servers and a LOT of servers, but since this is budget, we will go for one server for each minigame and one server for the lobby. Now let's say the main minigames in Jartex Network is KitPvP, Practive PvP, BedWars and SkyWars. We would need 6 servers. 4 for the minigames, 1 for the lobby and 1 for the bungeecord proxy server.

Well, now you ask, "How do I get servers?!?!". Well you can get servers in numerous different server hosts like for example
SoulNode
ReviveNode
BombHosting
etc...

Once you get your 6 servers, make 5 of them have a Paper Egg / Paper Server.jar and 1 of them have a Bungeecord Egg / Bungeecord Proxy. Allocate your sercer resources accordingly to each server, for example, 2GB ram to the lobby, 4GB ram in the minigames and 1GB ram for the bungeecord.

Once you get the servers setup, link bungeecord with each server.

Then add the following necessary plugins for each and every server (besides bungeecord)
To add plug-ins, downlaod the .jar for the plug-in then drag it or upload it into your plug-ins folder in the server file directory.

- Citizens
- WorldEdit
- ViaVersions
- WorldGuard
- EssentialsX
- TAB or Tablist
- Realscoreboard or any Scoreboard plug-in
- Vault
- PlaceHolderAPI (PAPI)
- GUI Menu
- MultiverseCore
- LuckPerms
- LuckPermsChat (LPC)

Setup each plug-in in their config.yml to your liking then save and restart the server.
Then add these plug-ins to the different servers
Also watch a YouTube video on how to setup MultiverseCore

Bedwars
- BedWars 1058
- Any BedWars Maps

Skywars
- SkyWarsReloaded
- Any SkyWars Maps

KitPvP
- Armor+
- Any KitPvP Map

Practive PvP
- StrikePractice

Lobby
- DeluxeHub

configure the plug-ins in config.yml to your lking then save and restart the server.

In the hub, create citizens to que or play in those mini-games. Tutorials on bungeecord and citizens on YouTube.

After you do that, you have successfully made the hard part, now you have to setup permissions and buycraftx.
Use LuckPerms and LPC. Luckperms allows you to make groups and tracks for those groups with inheritable permissions from other groups. You can also customize prefixes and permissions for each group. LPC formats the prefixes in chat. REMEMBER, LUCKPERMS MAKES NO ASSUMPSUTIONS!!!

Example, the [Immortal] Rank
&f[&eImmortal&f]*space*

The *space* is supposed to represent you hitting the spacebar on your keyboard.
Now the rank will look like this if you assign it to a player,

[Immortal] User: Hi!

Setup ranks for each server on how you like it.
After that, you need to setup a domain and a store. I recommend using Freenom to register a domain, then add it as a site into CloudFlare.
After that, create an SRV record in the DNS management with these settings

Type: SRV
Name: play
Service: _minecraft
Protocol: TCP
TTL: Auto
Priority: 0
Weight: 0
Port: {your server port, most likely will be 25565}
Target: {domain name | exmaple: jartexnetwork.com}
Proxy Status: DNS Only

Then go to Tebex and make a Webstore. Add the BuyCraftX plug-in into your plug-ins folder then restart the server and enter the secret code it gives you. Then go into your server and do /buycraft
If there are no errors, you should be good.

Create your Webstore and then link your domain

Create a CNAME record
Type: CNAME
Name: store
Target: {Whatever Tebex Tells you to Put in]
TTL: Auto
Proxy Status: DNS Only

then bam, you have created Budget Jartex Network. you have your Minecraft server setup and your webstore.

to get into the server, enter this into the address

play.{domain.name}

to get into your webstore, enter this into the url

store.{domain.name}

Your welcome for me teaching you to make Budget Jartex Network!

Wow! This is a cool guide. I recently started making my own plugins (not anything special) and hosted my own local Spigot and Forge Server
