How do I unlock different spawners?

Currently I can only buy cow, spider, pig and blaze spawners, what do I have to do to be able to unlock villager spawners?

the spawners in /shop changes when the fixed time is cooldowned. so everytime it refreshes. new type of spawners are being sold in /shop

And also you need to grind heads to unlock the other spawners in shop
