Hello, the Majority of packs are good but some packs are not allowed. For example x-ray packs. + packs have impacts on PVP.

Texture packs should be allowed... There's no reason to not use except for xray ones, etc

texture packs cannot be turned off by the server. also paying to use texture packs is not possible as you cant really detect if someone is using a texture pack server-side
