Explosive Creeper Snowball Glitch?

There is a kit in skywars where you can get 4 explosive creeper Snowballs. These are just regular snowballs that when land, spawns a charged creeper that explodes.
It works fine on Extreme and Lunatic mode, but in Normal mode, it's just regular snowballs and doesn't summon a charged creeper. Is this a glitch or a feature? If it is a feature, I don't understand why it is disabled in only one gamemode and I think it is a bit unfair.

The grenade it was not made for normal mode. Explosive creepers aren’t even in the loot pool. This will be worked on soon but as for now it’s low priority.

Ok... Seems I will have to choose a new kit now since I can't always predict the game mode.
