I want to sell e-ores on the top island. but it says "this shop cannot be used"

That is either because:

A) You don't have a full stack (64)
B) The person you are selling the e ores to, doesn't have money. In this case just hold on to the ores and you can sell it once they update it which isnt too long after.
C) Shop system might be broken which is unlikely

I have 3 stacks of e-ores.
then the person that I'm selling have billions of money.
