yes it does resets on resets
its called "reset" so you loose everything ecxept perm vouchers and chat colors

You lose your vouchers and chat colors too, you need to redeem your permanent vouchers so you won't lose it after Reset.
The only things you will keep after reset are Tags, Ranks, Gkits, Permanent Commands like /fly.

i've tested chat colors and vouchers on my other account.
when sbd resets i still have the voucher and chat color

That's a bug then because it says here chat color permissions, unless you have a rank like Skygod with the perks of all chat colors.
And Skydonors have perks of White chat color so white chat color will be kept even after reset, What they mean in Chatcolor permissions are Chat color redeemed using Chat color vouchers that you get in Crates.
