Custom enchantment proc?

We all don't know about % chance happen for every custom enchantment with prox chance happen. Can someone who knows tell us how many % chances happen for each custom enchantment?. I just confuse about the tier of custom enchantment with proc. It is increasing chances or increasing the effect of enchantment? Sorry for my bad English.
