Just because you have 13 levels doesn’t make u good that’s below average
You can always vote on the website to get voting crystals and then u can use them in game to spend for a temporary iron rank

As Norking said, you can win a rank for free but you need to be well aware of the timing of the giveaways and when they occur or wait for a discount that happens in events/occasions as these are the only ways of you getting a free/low-pricing rank!
