-1 I don't think I understand but if you're talking about applications and people not meeting the requirements for YT / twitch?
we can just vote -1, and the staff will deny it if it doesnt meet the requirements

Doesn't really seem like a useful feature to me as all applications have to reviewed by staff members anyways. Therefore, reporting wouldn't be very useful.
