I think that at the moment it is good because it means people don't just vote +1 or -1 they actually have to give reasons.

Well they can still do that.
But usually people just repeat same reasons, so to stop spam/flood they should add upvote/downvote for the people that have nothing new to add to the applcation.

I think they read and see the community feedback aswell (if the youtuber meets the requirements)
