Chat report is for advertising, threats, swearing or spamming kind of stuff.
You can report them just by taking an ss
Unless its blatant advertising, chat reports usually end in rule breaker getting muted instead of ban like with gameplay reporta

Say someone said "fuck you" to you in a global chat, then you can report him for swearing which will result him in getting a day long ip mute for first offence.
