We aren't planning to give prison a factions type of gameplay. So even if wars between Gangs are being added, there is no need to worry about prison becoming factions. We will keep prison its gameplay different from factions.- JustThiemo

Regarding to the question of the amount of gang players; The amount of players that can be inside your gang is a feature that can be upgraded.
