No, you are not allowed to use free cam. However, you are allowed to you replay mod to report rule breakers, just make sure while recording evidence the scoreboard is visible.

As Kaivalya said above you can't use free cam but you can use replaymod to record and later fly around in that recorded simulation to check for cheaters and such. You can find an installation guide for that mod on YouTube.
