Why brain drops are a scam

As an Iron rank with my Brain Drop % on Skywars maxed out I should be getting a 65% drop rate right? I noticed that it didn't look like I was getting as many brains as I should be getting so I decided to test it out. I kept track of my next 50 kills and found out that from 50 kills I got 14 brains. A 28% Brain drop chance! Maybe it's just me but I'm pretty sure brain drop chances are a total scam.
