A quick change to #welcome channel​

Description:

This shouldn't take more than 1 minute to add lol.​

It's just adding the Discord rules link (https://jartexnetwork.com/threads/discord-rules-information.15688/) to the #welcome channel on Jartex Discord server. So people don't argue about their punishments or get confused.​
