Getting a custom enchantment:
You can get custom enchants by buying (and then using) the books from the enchanter or by using the /enchanter command. The enchanter offers different tiers of custom enchant books. Each tier has a different cost, the higher the tier, the more XP it will cost you.
The four tiers are:
(You can also save or give them to another person by typing: /xpbottle <amount>
that command will generate a Bottle o' Enchanting that holds the amount of XP you inserted)

Some more information:
To apply the custom enchant book, simply drag it to your desired equipment.
(If nothing happens, that mean the book cannot be applied because the equipment doesn't match)
Success rate: The chance of successfully applying the enchantment
Destroy rate: The chance of destroying your equipment after a fail application
That means, if it fails, it will not definitely break. However, if you are afraid that your equipment could break, my suggestion is to just use a custom enchant book on a clean equipment and combine it with your main equipment if it succeeds. If it fails, you only lose the clean equipment.

A1: Yes it is, but it is outdated and hasn't been updated so I am updating it (which is basically: fixed some grammatical errors, added some things and simplified some things)
